Background
What is the morphology and life history of owls?
Owls include over 200 species in the family Strigiformes. These birds of prey are typically solitary, nocturnal, and carnivorous. Their sizes range from 13 cm to 71 cm and weigh between 31 g and 4.2 kg, depending on the species. A high number of vertebrae allow owls to turn their necks up to 270 degrees, which is necessary for them to scan for prey with fixed, front-facing eyes.
Owls generally lay about three or four eggs, but some species can lay up to a dozen in the right conditions.
Owls can be found all around the world in a wide range of habitats. They’re found equally broadly in Canada. Snowy owls inhabit the northern tundra, while Eastern barn owls spread into Ontario, and the flammulated owl inhabits parts of British Columbia.

What is the current conservation status of owls?
Eight species of owls in Canada are rated between special concern and endangered.
Burrowing owls, eastern barn owls, and spotted owls are endangered. Northern saw-whet owls, short-eared owls, western screech-owls, and snowy owls are threatened. Flammulated owls are of special concern.
Owl populations have suffered historically due to the conversion of grassland habitat into agricultural areas and deforestation. They also face new threats such as reduced prey opportunities, road fatalities, and climate change.

How many individuals are estimated to remain in the wild in Canada?
Canada is home to 16 species of owls and the population of each one varies greatly depending on species, region, and conservation status. There is no one number that accounts for all species, and even the numbers on some individual species are difficult to estimate. According to Birds Canada, owls are especially difficult to monitor given the fact that they are nocturnal and nest early in the season. With that said, here are some numbers on each of the 16 species that can be found in Canada:


Spotted Owls: According to the Canadian government, there were 37 known Spotted Owls in British Columbia as of March 2024: two owls released from a breeding facility into the wild in July 2023, and 34 owls in a breeding facility. They estimate that there were around 500 pairs prior to human activity in the region.
Snowy Owls: NatureCounts estimates that there are approximately 15 thousand individuals in North America, half of which breed in Canada and almost all of which migrate to or through Canada. This represents about half of the global population of snowy owls. They also observe a sharp decrease in population numbers since 1970.
Burrowing Owls: Birds Canada highlights that grasslands birds, such as the burrowing owl, have experienced a decline in population of about 60% in the last 50 years. Burrowing owl numbers, specifically, have gone down about 90% since 1990. NatureCounts estimates that there are 270 individuals left in Canada.
Great Horned Owl: The most abundant owl species in Canada with a population of approximately 830,000 according to NatureCounts.
Great Gray Owl: About 50 thousand primarily found in boreal and alpine forests, according to NatureCounts.
Barred Owl: A population that saw an increase since 1970 and is at about 560,000 today in Canada, according to NatureCounts.
Short-eared Owl: While recognizing there is a lot of uncertainty about the numbers of Short-eared Owls in Canada, NatureCounts puts the figure between 10,000 and 280,000.
Long-eared Owl: Similarly, there is little information on the population of Long-Eared Owls as well, but NatureCounts estimates about 81,000 individuals remain.
Northern Saw-whet Owl: Most abundant in Southern Canada but not commonly observed due to its nocturnal habits and small size. NatureCounts estimates about 1,800 individuals of the brooski subspecies in Canada and 1.6 million of the acadicus subspecies–about 80% of the global total.
Boreal Owl: NatureCounts says the Canadian population has not been estimated, but it says it likely comprises approximately 80% of the 500,000 individuals believed to occur in North America, so 400,000 individuals. Globally, they estimate 1,540,000, most of them in Eurasia.
Northern Hawk Owl: About 59,000 individuals according to NatureCounts, which represents just under half of the North American population.
Northern Pygmy-Owl: Mostly found in the coniferous and deciduous forests in BC and Alberta, NatureCounts estimates a population of about 67,000 individuals.
Eastern Screech-Owl: Just about 4,300 individuals in Canada, which is less than 1% of the global population, according to NatureCounts.
Western Screech-Owl: Canada estimates that there is a small population of 50-200 of these remaining. However, NatureCounts estimates between 350-500 for the M. k. Macfarlanei subspecies and 1,500 to 47,000 for the M. k. kennicottii subspecies.
Flammulated Owls: About 1,500 breeding birds with potentially another 1,500 nonbreeding birds in Canada, according to the Canadian government.
Barn Owl: NatureCounts shows a big difference between the Western and Eastern populations of Barn Owl: between 250-1000 individuals in the West, and under 20 in the East. Overall, this is less than 1% of the global population.

In Canada, this small owl is restricted to older Douglas-fir and Ponderosa Pine forests of the southern interior of British Columbia. The species requires mature coniferous forests with a mosaic of large-diameter, old trees, clumps of dense regenerating younger trees and small patches of shrubby grassland for breeding. The extent and quality of this habitat was significantly reduced through the early to mid-1900s by forest harvest. Ongoing threats include forestry practices that remove large trees and snags, epidemics of insect pests such as the Mountain Pine Beetle and catastrophic fires combined with the species’ small population, limited distribution, small clutch size and delayed breeding of males. The Canadian population of this widespread nomadic owl breeds in open grassland, tundra, and wetland habitats in all provinces and territories, and winters in southern Canada and the United States. The use of new atlas-based population estimation procedures suggests that the size of the Canadian population is about 31,000 mature individuals, roughly 10% of previous estimates. Its numbers vary over space and time in response to cycles in the availability of small mammals—its main prey. This adds uncertainty to estimates of the rate of decline in the Canadian population. Data from both the Breeding Bird Survey and Christmas Bird Counts indicate a decline of more than 30% over the past three generations. The Canadian population is projected to continue to decline because of future threats, including reduced availability of nesting and wintering habitat resulting from crop conversion, agricultural intensification, urbanization, and invasive plants. In low Arctic habitats, increased growth of shrubs as a result of climate warming (shrubification) will further reduce prey availability and increase predation risk. (Species Registry)

This owl requires old-growth forests for its survival and has suffered a catastrophic population decline over the past 50 years as habitat is lost and fragmented. With the severely depressed population, an additional threat is the recent arrival of the closely related Barred Owl as a breeding bird in B.C.; this species competes with and hybridizes with the present species. Its historical population of about 500 adult owls in Canada has been reduced to 19, and only 10 of these are in breeding pairs. All adults are old and near the end of their breeding age and there is no recruitment of young owls into the population. If current trends are not reversed, extirpation will likely occur within the next decade. (Species Registry)

Loss of foraging habitat due to marked changes in agricultural practices and other land uses threaten both the Eastern and Western populations. The availability of nesting sites has also severely declined, owing to the conversion of old, open wooden farm buildings to modern, closed metal structures. The extent to which this trend has been mitigated by recent nest box programs is equivocal; some success has been documented in British Columbia but not in Ontario. Barn Owls are also particularly susceptible to being killed on roads, which represents a significant cause of mortality. This distinct subspecies endemic to Canada has a small population of fewer than 2000 breeding individuals, restricted to the islands of Haida Gwaii off the Pacific coast of British Columbia. It is a forest specialist, preferring older coniferous forests with abundant nesting snags and an open understory. Numbers of breeding birds are anticipated to further decline over the next 15 years as a consequence of ongoing forest harvesting. Other continuing low-level threats to this subspecies include problematic invasive, introduced and native species, accidental mortality from road collisions and effects of forest fires. As just over 70% of Haida Gwaii is now within protected areas reserved from forestry operations, including National Park Reserve, provincial park, and reserves under the Haida Gwaii Strategic Land Use Agreement, this subspecies is not at risk of imminent extinction. An estimated 90-95% of the North American population of this Arctic owl breeds in Canada. In 1995 the species was assessed by COSEWIC as Not at Risk because it was widespread, with no evidence of decline. Since then, improved estimation techniques have revised the population size downward by an order of magnitude. Data from the North American Christmas Bird Count (CBC), which capture trends in the southern portion of the wintering range, show a decline of 42.6% (2.3% annually) over the last 3 generations or 24 years. Indigenous knowledge from Baffin Island and the Yukon coast reports that this species is observed less frequently than before, likely due to warming conditions. Ongoing threats to the species include avian influenza, poisoning with anticoagulant rodenticides, collisions, electrocution, and, although specific impacts over the next three generations are uncertain, changes on breeding and wintering grounds brought about by climate change. This small owl has shown serious declines in the southern part of its range in Metro Vancouver, Victoria and the Gulf Islands areas, where it has nearly disappeared over the last 10 to 15 years. Based on observed declines reported in Alaska, it has likely also declined in the northern part of its range, but the magnitude of the decline is unknown. The population is thought to be relatively small (less than 10,000 adults) and the owls face ongoing threats including predation from newly established populations of Barred Owls, and the removal of dead trees and snags, which serve as nest sites and roosts. Threats, Impacts, and Causes
What are the primary threats facing owls today?
The main threats owls face in Canada today are related to habitat and nesting area loss due to logging, agriculture, and the effects of climate change (including loss of sea ice), as well as the use of toxic pesticides, electrocution, avian influenza, and vehicle collisions. The most dramatic threat may vary from species to species, but overall these are the main issues they face according to Birds Canada, this CBC report, and this COSEWIC report, among other sources.

Conservation Efforts
What conservation research has been conducted?
Federal agencies, non-profits, and universities spearhead the research efforts to protect owls in Canada, with most research focusing on the most endangered species such as the Northern Spotted Owl, the Burrowing Owl, the Boreal Owl, Short-eared Owl, and more. Researchers at the University of Alberta, for example, mapped out the breeding grounds of northern owls that are famously hard to track–information that could be used by forest planners to avoid damaging these important habitats. The B.C. government has a solid research, recovery and breeding program as well for Spotted Owls. Birds Canada has the Nocturnal Owl Survey program in which volunteers around Canada (over 1000 of them!) document population trends. This is an incredible citizen science program that anyone can get involved in. These are a few examples but there are more out there! Check answers to item 4 for more info.


Are there conservation actions and laws in place to protect this species?

The Government of Canada has released this statement in 2023 outlining their approach to the threats to the Spotted Owl, which is collaborative with community members and Indigenous groups. There are some recovery strategy documents that can be found as part of the Species at Risk Act. These include the: Northern Spotted Owl, the Spotted Owl, the Western population of the Barn Owl, and the Eastern population of the Barn Owl. Owls cannot be kept as pets in Canada, many are protected under the Species at Risk Act (SARA), and the Forestry Act helps protect their habitats.
NGOs
Beyond what was mentioned above in question 3, here are a few extra examples of NGO that are working to protect owls in Canada: the Wilder Institute, Wildlife Preservation Canada, the Burrowing Owl Alliance, The Owl Foundation, and more.
Community-led
Community members have volunteered in programs such as Birds Canada Nocturnal Owl Survey and by adopting behaviors in their day to day lives that protect owls from harm (see item 7). I couldn't find any community-led programs specifically targeted towards owl conservation though.
Indigenous-led
There are several Indigenous-led owl initiatives and organizations that have partnered with Indigenous groups in conservation initiatives. Here are a few examples: the Upper Nicola Band (UNB), which is part of the syilx community has recently made headlines for “marking what leaders and partners describe as a rare conservation success” in burrowing owl recovery. According to the Windspeaker, “the program has produced 125 wild-born fledglings with both captive-born and wild-born owls returning annually to breed” since 2016. Their owl program–which is part of a larger Species-At-Risk initiative–involves community members of all ages, including children that can become ambassadors within the N’kwala School. UNB community member Loretta Holmes explained to Indiginews that “protecting species at risk aligns with Indigenous laws that emphasize caretaking. Conservation efforts honour the principle that decisions made today must ensure the healthy lands and wildlife for our relatives yet to come.”
The Penticton Indian Band, also part of the syilx community under the Okanagan Nation Alliance, also have a similar program for burrowing owls.
The Union of BC Indian Chiefs (UBCIC) has spoken out about Canada's decisions on Northern Spotted Owl protections and have called for First Nation-led programs. There are some owl-focused programs funded through the Indigenous Partnerships for Species at Risk (IPSAR). Large organizations like WWF have also supported Indigenous-led programs in Canada, some of which are focused on owls.
These are just a few examples but there are more out there!
Have actions been effective in the recovery of Owls?
Yes, in some cases. A quick look at population numbers (check each of the NatureCounts links ) shows that some species have been bouncing back and showing important growth over the years through different conservation initiatives, including habitat protection and captive breeding and reintroduction. But, again, this varies from species to species.
Future and Potential Solutions
What would a successful recovery for owls look like?
A successful recovery would stem from major systemic and cultural transformations in how we, as a society, engage with the natural world. Only by changing the way we see and interact with the world can we eliminate most of the threats owls face today. Protecting and restoring their habitats would be the first step in working towards reversing population declines. This, along with captive breeding and reintroduction of species into the wild, managing predators, and finding community allies would set the stage for a healthy and safe environment for owls.


Quoted in this Indiginews story about an initiative to bring back burrowing owls by the Upper Nicola community in B.C., Loretta Holmes states: “Conserving a species at risk, like a burrowing owl, it’s about far more than a single bird or species. It’s about upholding relationships, responsibilities and balance with the living world.” This is the mindset that should be behind all conservation efforts. “If one species declines, it signals that the relationship between people and the land is out of balance. Conservation becomes an act of restoring harmony and respect in that system,” she said.
What immediate actions can people take to support Owls conservation?
People can support owl conservation by taking part in community-based monitoring initiatives, by donating/volunteering with NGOs, and by also acting to protect/support the protection of owl habitats. This can take the form of simply tending to one's local environment or getting involved in conservation initiatives through local NGOs or other organizations.
The International Owl Center conducted a survey with 17 owl educators working in 11 countries and came up with a list of key behaviors they are striving to encourage their audiences to engage in:
“Leave dead trees standing (to provide nest holes and calling perches for owls)
Plant native trees
Protect habitat
Use traps instead of poison to control rodents (to avoid poisoning owls)
Take down soccer nets when not in use (owls get caught in them)
Take down unused barbed wire (owls get caught in it)
Use less paper (paper is made from trees, which is where most owls nest)
Keep cats indoors (cats kill small owls and large owls kill cats)
Mow less lawn (since mowed grass doesn't support their prey species)
Put up owl nest boxes
Report nesting owls
If young owls are found on the ground observe them to make sure they need help before intervening
Owls don’t make good pets
Get involved in owl research and conservation
Donate to owl research and conservation
Be aware of the source of the products you purchase—you “vote” with your money (for example, palm oil often destroys enormous amounts of habitat for native owl species)
Don’t harm owls
Report people who are harming or selling owls”



How can sustainable practices help protect owls?
Taking part in actions such as the ones listed above can definitely make a difference at the very local level, but it is important to remember that the bigger threats owls face are at the hands of corporations and not at the individual level. While, in terms of a communication strategy, it is always important to highlight individual efficacy and encourage audience members to adopt new eco-friendly behaviors in their own lives, we have to remember to point to the real environmental perpetrators and highlight ways in which audiences can act to pressure governments and corporations to change in bigger, more systemic ways.
What role can education and awareness play in changing the public perception and treatment of Owls?
Education and awareness, as always, can play a central role in changing public perception around a particular issue. However, decades of science communication research have shown massive flaws in what is called the information (or communication) deficit model, which still is widely accepted. The information deficit model assumes that the only thing stopping audiences from engaging with a particular issue is a lack of information on it. Think something like: “if only they knew X, Y, and Z facts, they would think/act differently.” This model has been widely criticized and consistently proven wrong for several reasons: First, it assumes a top-down model of information transfer in which one “expert” or detainer of important information lectures the “ignorant masses” like some kind of all-knowing savior (usually represented in the figure of a Western scientist). This feeds into the idea that there are better and worse kinds of knowledge and only a select few know the truth, while audience members are seen as a “blank canvas” of sorts only waiting to be educated. The deficit model also completely ignores context and audiences’ lived experiences, as it imagines "the audience” as a homogenous group. Different audience members will process information in their own particular ways, shaped by their backgrounds, lived experiences, and biases. The deficit model fails to account for this.

Communication and media research now points towards place-based strategies as the way to go for science/environmental communication and advocacy. Meeting people where they are, not discarding different kinds of knowledge and expertise, and designing strategies that are grounded and deeply informed by audiences’ identities and experiences. This communication is intersectional, engaging, inclusive, and overall way more effective than the top-down deficit model. It explains the issue within the context that is relevant to audiences and connects it to other related issues that matter to them.
The International Owl Center has a short guide on this, which they describe as “Interpretation v. Information.” It includes some useful examples, but they're still lacking the place- and identity-based component. This Indiginews story talks in great detail about how UNB community members have been protecting and restoring their burrowing owl population in a much more holistic and contextualized way that is grounded in their community experiences and knowledge.
